There’s enough in the profile to keep tracking, and a real path to targets if the role opens up, but we need to see it first. You need not worry about this spot in Week 1.

In his eight highest-route games of his career, Noel has averaged 12.4 PPR PPG. There might be something in the profile of the former sixth-round pick, and there’s a world in which he stretches his legs in a way that impacts the fantasy landscape.

But we need to see it first. Not only do we need to see it, but we need to see it from Fernando Mendoza specifically.

Noel is my favorite to lead this team in WR fantasy value, but this is very much a fluid situation that might present no right answer. He’s scored 10 times on 57 catches over the past two seasons (he scored on 14% of his receptions at Michigan State, so it’s not as if the scoring prowess came out of thin air) and should have every opportunity to earn any looks that aren’t directed to Brock Bowers.
You need not worry this week. If I’m going to be tempted to roll these dice, it’ll be in a spot where I’m convinced that the Raiders are trying to dig out of a hole in short order.
