A Toronto restaurant could temporarily lose its liquor licence after a patron who was served nearly two dozen standard drinks died earlier this year.

At St. Louis Bar & Grill, located at 11 St. Clair Ave. W., a customer was served 14 23-ounce beers over about five-and-a-half hours on April 11, the Alcohol and Gaming Commission of Ontario (AGCO) said, noting the amount of booze was equivalent to over 21 standard drinks.

The patron fell down a flight of stairs leading to the establishment’s washrooms and later died.

AGCO’s probe findings

The AGCO’s investigation determined that the bar allowed the patron to remain there and continued to serve them booze after becoming intoxicated.

The agency alleges that the St. Louis Bar & Grill location violated the Liquor Licence and Control Act by “selling, supplying, or permitting liquor to be sold or supplied” to the patron “who was or appeared to be intoxicated.”

It also pointed out that the bar allowed the intoxication to occur on its licensed premises, another breach of the Act.

“This tragic loss of life devastates family, friends, and community and underscores why responsible alcohol service matters,” Dr. Karin Schnarr, AGCO’s CEO and registrar, said in a statement.

“Every liquor licensee must monitor service, recognize intoxication, and stop serving when necessary,” she added. “When licensees fail these obligations and put patrons at risk, the AGCO will take appropriate regulatory action.”

The agency proposed a 60-day suspension of its liquor sales licence. The restaurant chain has 15 days to appeal.

Another Ontario restaurant’s licence suspended

Similarly, another Ontario bar had its liquor licence suspended for 60 days last year after the AGCO investigated the death of a customer who was served 17 beers at the establishment .

The agency concluded in April 2025 that My Friend’s Place in Woodstock continued to serve a “visibly intoxicated” patron on Oct. 6, 2024, and alleged that the person serving them had not completed all the required training.

When the customer left the bar, they fell backwards outside and struck their head. They were taken to hospital, where they later died.
