Given everything that unfolded last season, there was a widespread belief that this summer would bring another major rebuild. A new manager arrived, several key players departed, and there were obvious areas of the squad that required strengthening. On paper, it looked set to be one of Liverpool's busiest windows in years.
Instead, the club have adopted a far more measured approach, leaving many supporters questioning when the transfer activity will finally gather momentum.
There are, however, several reasons why progress has been slower than anticipated.
The most significant is the scale of change taking place across the club. Andoni Iraola's arrival has brought a completely new tactical identity, forcing Liverpool to reassess their recruitment priorities.
It forced Liverpool to reassess their recruitment plans and targets. Finding players who fit that profile is rarely straightforward, and it inevitably slows the recruitment process especially when the change in managers was made so late.
Off the pitch, Liverpool have also had to navigate considerable upheaval. Michael Edwards' departure, coupled with Richard Hughes preparing to leave his role, has disrupted the continuity that recruitment departments typically rely upon.
The World Cup didn't exactly help matters either. Major international tournaments almost always slow the transfer market down.
Players are fully focused on representing their countries, clubs are reluctant to rush into big decisions, and plenty of teams prefer to wait until the tournament is over before making their move. A strong World Cup can completely change a player's value, so it's no surprise that many deals end up on hold.
Liverpool were also dealt a major blow when Yan Diomande, their top attacking target, chose Paris Saint-Germain over a move to Anfield. To make matters even stranger, he now looks set to end up at Real Madrid instead.
Missing out on your first-choice target is never ideal, especially when you've identified someone who seems tailor-made for the role you're trying to fill.
The good news is that things finally seem to be moving again. With the World Cup now over, the market should start picking up pace, and Liverpool can focus fully on getting their business done.
Bradley Barcola has quickly emerged as the standout alternative, and there's growing hope that a deal could gather momentum before the window closes.
Now it's over to Liverpool's recruitment team. They've done the groundwork - the challenge is making sure they get the deal across the line.
Of course there's so many other areas of the pitch Liverpool also need to address. But in one area, despite all the injuries there is some reassurance.
In the Yankees stadium on Wednesday night, Liverpool fans got to see Ifeanyi Ndukwe start a game for Liverpool for the first time. Now we've already seen a considerable chunk of him against Sunderland in Liverpool's first pre-season game but this encounter against Wrexham surpassed everything we could have imagined.
It was a huge night for the Austrian defender. Literally just a month or so ago, he was playing in the second tier of Austria.
And now here he was playing for Liverpool.
It's fair to say, didn't disappoint. He was superb. He made the most passes in the entire game (81) and had 99 touches while playing the entire 90 minutes.
Defensively he was solid, making two blocks, four clearances, and three recoveries and helping Liverpool keep a clean-sheet.
He showed himself to be the perfect modern day defender capable of instigating attacks from deep with his distribution and also just being able to read situations very well and excel in his one vs one duels.
At 18-years-old, putting in a performance like that takes your breath away. It makes you go: Wow! That's how special Ndukwe is.
He's got everything to be an incredible player, and he confirmed on Wednesday night that Liverpool have signed an absolute super talent. Ndukwe is simply incredible.
It's a real shame he won't be available for the Reds this season given he is unable to get a work-permit. But in the long-term Liverpool have a real gem on their hands.
