Holder said in a post on X that in his most recent conversations regarding negotiations with Jones and Pierce, the Colts and those two players "weren't close" in regards to new deals.
It's been widely reported that the Colts could use the franchise tag. However, per league rules, each NFL team can only use the tag once per offseason. So that doesn't completely solve the Colts issues as they work to retain both Jones and Pierce.
But Holder would add that the transition tag is in play for the Colts as well. The transition tag, according to CBS Sports, allows free agents to still negotiate with other teams, but the current team gets the opportunity to match any offers. The salary for a player who received the transition tag is pre-determined by the average of the top 10 salaries at the player's position over the last five years.
Regarding the negotiations w QB Daniel Jones and WR Alec Pierce, they weren’t close as of my last conversations. I would say the franchise tag AND transition tag are in play. Ballard tends to work on deadline, so this isn’t surprising IMO.

The market for Pierce is 📈
The purpose behind the Colts using one or both of these tags isn't to have Jones and/or Pierce play out the 2026 season on the franchise or transition tag. Niether Jones nor Pierce wants a one-year deal, and this isn't a salary cap-friendly option for the Colts.
Rather, it would prevent them from becoming free agents, which would extend the negotiating window for the two parties to reach long-term deals.
Holder concluded by saying that Ballard "tends to work on deadline." The NFL's legal tampering period opens on March 9th.
